MINUTES OF THE MEETING OF BOBBINGTON PARISH COUNCIL
held on Wednesday 18th March 2026 at 7.37pm at Bobbington Village Hall after the public session held with Severn Trent Water.

25/119. Chair’s Welcome: The Chair’s welcome was NOTED.

25/122. Declarations of Interest and Dispensations: Cllr M. Snelson raised an interest in agenda item 25/129 airport matters. Cllr R. Reade raised an interest in agenda item 25/130. Cllr S. Hadgett raised an interest in agenda item 25/130 and 25/133 due to Holy Cross Church.
25/123. Minutes: It was RESOLVED that the Minutes of the Parish Council meeting held on Wednesday 21st January 2026, will be amended, circulated, be confirmed, and signed at the next Parish Council meeting.
25/124. Reports from County and District Councillors (for information only) if present: The County Councillor provided an update on the forthcoming elections in 2027, the Parish Council Assembly meeting held in January 2026, and current highways matters.

25/128. Highway Matters: An update was received from Cllr L. Jones regarding current highways issues.
Members discussed ongoing concerns relating to drainage and road safety within the parish. ACTION: Clerk to request mapping of all highway gullies from the County Council Highways Department. The Clerk to raise concerns with the County Council regarding the excessive delay in actioning the reported issue of the 30mph sign outside the primary school via the reporting tool. The Council expressed its concern about speeding in this area, particularly considering the presence of primary school children.
25/129. Airport Matters: It was reported that a meeting had been held at the airport on 11 February 2026.
Members noted that no complaints had been received from residents. It was further noted that a pre-application submission has been received; however, a formal planning application has not yet been submitted. ACTION: Clerk to scan the pre-application documentation and circulate to all Council members.

5/131: Anti-social behaviour on Watery Lane: The Council discussed the meeting held with Staffordshire Police and South Staffordshire District Council regarding anti-social behaviour on Watery Lane. Incidents should be formally reported to the relevant department to ensure appropriate records are maintained and a clear audit trail is established. ACTION: Clerk to contact Halfpenny Green Airport to advise that any instances of fly tipping should be reported directly to the District Council Street Scene team, rather than being cleared independently, to enable reports to be logged and a paper trail maintained.
25/132: Payroll Provider: The Council RESOLVED to approve a third-party payroll provider.
25/133: Grant Applications: The Council RESOLVED to approve the Grant Applications. Proposed by Cllr A. Perry. Seconded by Cllr A. Burton. The motion was CARRIED.
25/134: Local Government Reorganisation Consultation: The Council RESOLVED to support the South Staffordshire proposal.
25/135: Defibrillator: The Council discussed the maintenance and status of the defibrillator. To ensure this is added to the Circuit for use, Cllr M. Snelson is to provide the Clerk with the following details of the defibrillator:
- Brand
- Model (the model number can typically be found on a label on the back or side of the device)
- Device serial number (usually stamped on a plate or rectangle on the back; typically prefixed with SN or S/N)
- Whether the defibrillator is emergency ready (battery displaying a green “ready” signal)
- Date of last check
- Expiry date of the pads (as indicated on the packaging)
- Availability of paediatric pads
- Exact location of the defibrillator on the pub building
The Clerk is to maintain a record of this information to ensure proper monitoring and timely maintenance.
25/136. Finance Matters:
- The Council RESOLVED to approve the payment schedule for March/ April. Cllr S. Hadgett proposed, Cllr M. Snelson seconded. The motion was CARRIED.

25/137: Policies:

- The Council RESOLVED to adopt the Grant Awarding Policy with the agreed amendments.

25/138. Items for future meetings: General Power of Competence, Annual Governance Statement for the year ending 31st March 2026, Accounting Statements for the year ending 31st March 2026, Details of the arrangements for the exercise of public rights, Insurance, Policy Review: Disciplinary Procedure Policy.
25/139. Date of future Parish Council meeting: Annual Assembly of the Parish meeting to be held Wednesday 20th May 2026 at 7pm in Bobbington Village Hall, followed by the Annual Parish Council meeting.
